Depends on what exactly you want. The jeepsters are really good, so are the jeep CJ-5 and CJ-7s. They were all built by AMC before Crysler got ahold of them and screwed everything up. With that being said the new wrangler unlimited rubicon is really nice. To be frank though, the best that I have personaly driven off road is the H-1 hummer. You can find them used, and never off road for about $30,000-$40,000 with low miles, and great condition. You see I have a 99 jeep wrangler, a 75 CJ-5 and a 94 H-1. The hummer has such a low center of gravity, and 28 inches of clearence. they dont have axles to worry about banging, and the tranny, drive, and all the other componets are all tucked up in the truck, nothing hangs below the truck but the lower control arms, which hold the tires (you need those). Anyways you can traverse on a 74 degree grade before ever worry about rolling, and you can climb up or down a 84 degree grade before even worring about rolling. They also have a brake modulation system. If you ever feel that you might get a wheel off the ground, or you might loose traction (such as going up a really loose but steep incline. You will stand on the brake and hit the gas, the object is do it just right so the engine reves up kind of high, but moves forward slowly. Now when you do this, it take the power from any wheel that slipps and delivers the power to wheel getting better traction. So you can just crawl up things that should not be attempted in any other car. They also can go underwater to the roofs in some cases, and you only need a 84 degree approach angle to climb something. The wheels sit so close to the front of the truck you can almost hit a brick wall head on, and about climb it.
